There are many reasons why someone may be inadmissible into the United States on a non-permanent basis. However, there is one way that may allow such a person to enter the United States on a temporary basis. Humanitarian Parole allows in ineligible person to enter the United States temporarily so long as he or she can show that they have a compelling emergency or that allowing them to enter the country would bring a significant public benefit.
This does not mean that a foreign national can us the Humanitarian Parole to enter the United States instead of obtaining a normal visa and going through the normal channels and procedures. There has to be an urgent humanitarian reason for why the applicant must enter the United States or allowing the applicant to enter would be of significant benefit to the public.
One example of a compelling reason to be granted Humanitarian Parole is a medical emergency. The petitioner may require treatment, surgery, or even participate in a new study that the may only receive in the United States to treat an illness that may be life threatening.
Helpful evidence for a Humanitarian Parole request may include medical documents, medical records, doctor referrals or notes, etc. The government would likely also like to know how long the treatment will take and that the petitioner will be able to pay for all cost associated with the treatment, travel, and living expenses while going through the treatment.
It is important to note that anyone can apply for Humanitarian Parole. Proving your case to the United States government is another matter.
